Manual Sensor Data Table

- Converted date columns in the Manual Sensor table to be stored in UTC format, ensuring consistent datetime handling across the application.

Sensor Table

- Updated the manual inspection record creation workflow to store inspection date and created date values in UTC format within the Manual Sensor table.

- Editing an existing manual data will store the last edited field in the Manual Sensor table in UTC format

- Enhanced the sensor table to automatically convert and display inspection date, created date, and last edited values in the user's local time zone.

- Enhanced the Sensor Chart to display manual inspection data points using inspection dates converted from UTC to the user's local time zone, ensuring consistent datetime representation across charts, tables, and record dialogs.

- Updated the View and Edit manual record dialogs to display inspection dates and times in the local time zone after converting the stored UTC values.

- Improved user audit field population by retrieving user information from the OneWater users table instead of browser session storage. This ensures the Collected By and Edited By fields remain populated even when session storage is unavailable or has been cleared.
