Added a 2020 option to reports.

RPZ Test Screen:

Fixed an issue where Water Account and Location were not loading to the RPZ Test screen.

Test and Survey Screens:

Modified the Test and Survey screens so you cannot enter a Date Tested/Date Surveyed in the future.
