The iDataCollect system enables users to upload a CSV file (spreadsheet) with information to be bulk-loaded into a form. This provides the end user with critical information in the field without the hassle of having to enter redundant data.
STEP 4 is to assign records with pre-populated data to specific users/devices.
Go to the Data tab on iDataCollect website
Go to the List view of the form
There is a search field at the bottom of the screen:

The drop down list will show all fields in the specific form
Highlight the field you wish to search on:

Enter the search in the Find box
(NOTE – for an EXACT match you will need to check the box between find and Value column)
Click Search
Highlight the record you would like to assign
Click "Assign Selected"
Locate the user to assign the record
Check the box to the right of the corresponding user under the Assignment column
Click Assign
The user will receive a message that new work has been assigned.
NOTE – the device must sync before the record will appear on the device.
